基于粮食主产区农户视角的粮食直补政策评价:以四川省乐至县为例

摘　　要：以四川省乐至县224户农户的问卷调查数据为依据,从整体判断、补贴标准、资金支付方式、政府在实施该政策过程中的行为、政策实施时效性以及粮食直补政策的作用等方面分析了农户对现行粮食直补政策的评价。结果表明:农户对粮食直补政策的整体满意程度较高,达90.18%;在粮食直补标准、资金支付方式和政府实施该政策过程中的行为等方面基本满意及其以上的比例分别为91.97%、98.22%和79.47%;政策实施时效性较及时及其以上的比例为91.97%;粮食直补作用较大和很大的比例为67.86%;农户期望提高粮食直补标准的幅度主要集中在50～100元/667m2,维持"一卡通"的粮食直补资金支付方式和实施多元化的粮食直补补贴依据。Based on a field survey of 224 samples in Lezhi County,Sichuan Province,the existing implementation of grain direct subsidy policy（GDSP） in China was appraised on overall impact,grain subsidy standards,capital payment method,governmental behavior,time effectiveness and the function of GDSP.Appraisal on GDSP based on households in main grain production area had significant reference value for further improving this policy in China.The results showed that the farmer＇s satisfactions during implementing the GDSP were 90.18% on the whole,91.97%,98.22% and 79.47% on grain subsidy standards,capital payment method and governmental behavior respectively.Farmer＇s appraisal on time effectiveness of GDSP was 91.97% and farmer＇s appraisal on the function of GDSP was 67.86%.Finally,the main range of raising the subsidy standard of GDSP being 50~100 yuan per 667m2,keeping the existing payment method of GDSP capital and complementing the diversification subsidy basis of GDSP were put forward.
