天津滨海新区发展战略环境影响评价实践

摘　　要：天津滨海新区是我国重要的经济区,在国家发展战略中占有举足轻重的位置。滨海新区近年来的经济飞速发展,也加大了其资源环境压力。对滨海新区的发展战略开展环境影响评价是预防或减轻滨海新区环境污染和生态破坏的重要手段。重点分析了滨海新区发展战略环境影响评价的评价思路、评价内容及技术方法,并且探讨了评价如何有效地将环保因素纳入决策,以促进滨海新区的可持续发展。With the inclusion of Tianjin Binhai New Area （TBNA） into the national development strategy, TBNA is accelerating economic development and also confronted with enormous pressure on env＇tronrnent and resource. In order to solve the environmental problems and achieve sustainable development, strategic environmental assessment （SEA） for development strategy of TBNA was conducted actively, which can prevent environmental pollution as well as ecological destruction from the source of decision-rnaking. The article illustrates the technical framework, evaluation content and methods of the SEA for development strategy of TBNA. How this SEA practice integrates environment elements into the decision-making process and ensures TBNA healthy development is also discussed.
