摘　　要：《关中—天水经济区发展规划》从国家层面正式赋予西安国际化大都市的发展定位。本文系统阐述西安建设国际化大都市的原因和意义,分析西安国际化大都市的定位和阶段目标,并根据西安资源禀赋与发展现状,从经济发展、城市建设、科技资源统筹、对外交流、文化软实力、民生改善、西咸新区和低碳城市八个方面探析西安建设国际化大都市的基本路径选择。According to the Development Plan of Guanzhong - Tianshui Economic Zone, Xi＇an will be built into a metropolis. This paper discusses systematically the reasons and the significance of Xi＇an Metropolis, analyses deeply the positioning and the stage goal of Xi＇an Metropolis. In the end, some valuable policy proposals are put forward to Xi＇an Metropolis from eight aspects such as economic growth, urban construction, Foreign exchange, Soft Power of Culture , the Improvement of people＇s lives and low-carbon city.
