摘 要:在全球低碳经济大环境下,节能型住宅是未来住宅建筑发展的必然趋势。文章认为,目前我国相关法律法规不健全,节能技术相对落后,节能住宅价格较高,社会节能意识薄弱,节能型住宅的推广尚处于起步阶段;节能型住宅具有较强的外部性,需要政府的宏观调控和引导;节能型住宅的发展离不开强有力的政策支撑和法律保障,政府应该从制度建设、经济激励、行政监督和意识教育等方面采取有效措施,促进我国节能型住宅的发展。In the circumstance of global low-carbon economy, the energy-saving housing is the trend of residential construction in the future. At present, the promotion of energy-saving houses are still at the initial stage in china, because relative laws and regulations are not perfect, the energy saving technology is relatively backward, public' s energy saving consciousness is weak, and the price of energy-saving houses is high. The energy-saving houses have significant positive externalities, so the government should adjust and guide the market. In order to promote the benign development of the market, there is a great need for policy support and legal guarantee. In order to popularize energy-saving houses, the government should work hard at the system construction, economic incentive, administrative supervision and consciousness education.
