摘 要:介绍了福岛第一核电站事故后中国辐射防护研究院开展的响应工作,主要包括跟踪事故进程,进行释放源项和后果估算,开展环境监测,提供技术分析和专家支持。对福岛核电站事故对我国核与辐射应急的启示进行了讨论与分析,建议提升核设施应对严重事故的安全功能,加强应急计划和准备的基础和各级应急组织的响应能力,改进应急专用设施和设备的可靠性,完善核应急运行机制,重视核与辐射应急教育培训和国际合作。This paper describes the work done by the China Institute for Radiation Protection (CIRP) in responding to the Fukushima Dai-ichi Nuclear Power Station Accident (NPS) , which mainly includes accident process follow-up, source term estimation, consequence evaluation, environmental monitoring, technical analysis and expert support. Experiences accumulated on nuclear and radiological emergency management in China through the Fukushima nuclear accident are also discussed then. Based on above, suggestions are proposed about the advancement of nuclear facility safety functions against severe accidents, the strengthening of emergency planning and preparedness foundations as well as emergency response abilities of organizations at all levels. Suggestions also include the progress of reliability of emergency special facilities and equipments, the improvement of operating mechanism of nuclear emergency management and greater attention to nuclear and radiation emergency training and international cooperation.
