成都市MSM社区组织艾滋病防治能力现状研究

摘　　要：目的确定成都市男同社区组织(MSMCBO)艾滋病防治的能力现状,为成都市CBO能力建设提供建议。方法问卷调查与深入访谈相结合,以深入访谈为主。结果 8个CBO中,只有2个已注册;共有专职工作人员17人;组织活动经费主要来源于国际合作项目和CDC;只有3个CBO有办公场所;4个CBO开展了全部类别的艾滋病防治活动;仅有1个CBO的活动覆盖人数超过万人;承接项目最多的组织承接了30个项目,最少的组织仅承接了2个项目;4个组织有对外开放的网站或博客,1个组织有网络电台,2个组织依托于QQ群开展工作;6个组织与CDC合作密切,2个组织与CDC合作较少;CBO面临的主要问题为合法身份与政策支持缺乏、资金缺乏、技术支持缺乏、自身能力不足等;结论成都市现有CBO网络初步形成,个别CBO发展较成熟;但现有CBO总体覆盖面不够,发展不平衡,整体能力不足;CDC主要负责人工作观念和态度与艾滋病防治工作实际需求有一定差距;现有CBO,尤其处于成长期的大学生组织的工作观念也有待转变;现有CBO普遍面临人力资源与资金资源短缺的挑战。OBJECTIVE To determine the capacity status in AIDS prevention and control for MSM CBO in Chengdu, and then to put forward advice for CBO capacity-building in Chengdu. METHODS A questionnaire survey combined with in-depth interviews based on in-depth interviews. RESULTS In the 8 CBOs, only two had been registered; Total number of full-time staff was 17; organizational activities were funded mainly from international cooperation projects and CDC; only three CBOs had offices; 4 CBOs had carried out all types of AIDS prevention activities; Only one CBO’s activities covered more than ten thousand people; the largest number of projects undertook by one CBO was 30, the least was only 2; four CBOs had opened the website or blog, one has a network station, two CBOs relied on QQ group to carry out work; six CBOs cooperated closely with the CDC, two cooperated less with the CDC; the main issues faced by CBOs included： lack of legal status and policy support, lack of funds, technical support, limited self ability. CONCLUSION The existing CBO networks has formed preliminarily in Chengdu, individual CBO has developed maturely; but overall coverage of existing CBO is not enough, the development of existing CBO is unbalanced, the overall capacity of existing CBO is shortage; a gap to some extent exists between the working attitudes of CDC officials and the actual demand for AIDS prevention and control; existing CBO, particularly the students organization in the growth stage, which work ethic has yet to be changed; existing CBO generally faces challenges such as the shortage of human resources and financial resources.
