摘　　要：在中国当前社会发展阶段,政府向社会组织购买服务具有理论和实践上的合理性,但同时也面临一些现实的障碍,有待于一系列外部制度条件的成熟。文章认为,从政府垄断式地提供服务到与社会组织合作式地提供服务,是当前政府为应对公共服务需求日益增长的外部压力和解决传统服务模式弊端的自然选择。政府向社会组织购买服务标志着政府公共服务供给模式的转型,也代表着政府对社会组织管理策略的重要转变。As an innovation of public service provision, government - financed services to non - profit organiza- tions is now a reasonable choice for the Chinese government, however it also faces a lot of difficulties and needs better institutional environment. The transition from the government＇s sole provision of public services to a pub- lic - private model aims to relieve the pressures of rising public needs and to resolve the defects of the tradition- al model for the provision of public services. This transition also indicates a change in the government＇s strategy for supervising non -profit organizations.
