摘　　要：文章采用对比方法,以西方、日本、中国的科技发展史为主线,从政治学、社会学角度对近代中国科技水平滞后于世界的原因进行了剖析。在此基础上,对如何借鉴外国经验,扬长避短,提高中国科技研究水平,成为科技强国,提出了建议。In this paper, the author makes political and sociological cause description for the backwardness in sci- ence and technology of modem China by comparing the history of science and technology development of Western nations, Japan, and China. On this basis, the author puts forward a proposal on how to improve the scientific research level of China, and render her a powerful nation of science and technology by drawing lessons from Japanese experi- ence, and fostering strengths and avoiding weaknesses.
