摘　　要："新三农"问题即农业"劣质化"、农村"空心化"和农(村居)民"丰裕型贫困化"等问题。"新三农"问题是在我国加快建设社会主义现代化过程中出现的一个新现象,它是原有"三农"问题在新时期的全新表现形式。对于"新三农"问题,我们要深刻反思其出现的深层次原因,也要在解决之道上另辟蹊径,在加强农村经济建设的同时,更强调农村幸福文化的塑造,正确处理新农村建设与农村城镇化二者之间的关系。The new ＂countryside, agriculture and farmers＂ problem is agricultural poor-quality, rural hollow and affluent poverty. It is a new phenomenon in the construction of the socialist modernizatirn process in our country, and it is a new form of expression in the new period of the original ＂countryside, agriculture and farmers＂ problem, therefore, we should not only profound reflection on the reason of deep administrative levels, but also in the solution alternatives, in strengthening the rural economic construction while more emphasis on rural happy culture, correctly handle the relationship between new rural construction and rural town the two.
