摘　　要：国际上新一轮以"低碳经济"为主题的竞争号角已经吹响,为实现我国艰巨的低碳发展目标,必须尽快实现传统产业集群的低碳化升级。从产业结构视角分析,可以通过采取直接淘汰、低碳改造和低碳定位三大模式来实现升级;而从产业技术视角分析,可以通过采取"外部引进———消化吸收———蜕变"(EDT)和"内部创新———流程再造———提升"(IPP)两大模式来实现升级。同时,还需要政府宏观引导、集群低碳产业链打造和集群企业内部低碳文化塑造等全方位的努力来加以保障。The bugle of a new round of competition which themed as ＂ low carbon economy＂ has already been blown. In order to realize the formidable low carbon development target, we must make our best to realize the low carbon upgrading of the traditional industry cluster as soon as possible. Analysis from the perspective of industrial structure, we can achieve the upgrading goal by the follow three models ： taken out directly, low carbon transfornlation and low carbon positioning. However, if we analysed from the industry technology perspective, we could take the ＂ External introduction--Digestion absorption--Transformation＂ model （EDT） and the ＂ Internal innovation --Process reengineering--Promoting ＂ model （IPP） to realize the target. Meanwhile, it also needs some other efforts to assure the realization, such as the government＇s macroscopical guiding, the cluster＇s low carbon industry chain and the enterprise＇s low carbon culture, etc.
