摘　　要：绩效管理是当代政府管理领域的热点和难点。本文以地方政府为研究对象,按照科学发展观和正确政绩观的要求,基于中国政治与行政管理体制特色及新时期经济社会发展需要,对地方政府绩效管理科学化问题和平衡计分卡中国化问题进行了探讨,并以北京市延庆县为案例阐述了地方政府平衡计分卡模式的系统结构及其应用技术,以期以期为推动政府绩效管理制度创新和促进地方政府科学发展提供借鉴。Performance management is ahot and difficult spot in the field of contemporary government management and social governance.In accordance with the requirements of the scientific development theory and the correct performance view,the paper discusses the issues on scientific performance management of local governments and how to construct signified templates of Balanced Scorecard based on China's political and administrative system features and the new era context of economic and social development;then,the paper demonstrates the different structures and technology application of such signified templates through acasestudy of Yanqing county's practice.
