摘　　要：公共事务风险管理是风险社会的必然选择,其特征决定了风险管理的难度,也导致了存在的问题和风险。对此,公共事务风险管理的创新将遵循三大趋势:顶层设计层面凸显公共利益,强化全局设防;流程创新时积极回应风险责任,强调全面响应;评价提升以落实管理实效为基础,依靠全员能力。In risk society, risk management is the inevitable choice for the public affairs. Unique features of the public affairs de- termine the difficulty of the risk management and bring about problems or risks in the process of the risk manage- ment. Thus, innovations of risk management in the public affairs will follow three trends. First, the top-level design will both highlight the public interest and strengthen overall risk prevention. Second, on the one hand, process inno- vation will need to respond to the risk responsibility positively; on the other hand, it will emphasize on comprehensive response. Last but not least, only if the risk management in the public affairs build up on the management effective- ness and rely on the whole risk management abilities can the diverse interest groups~ evaluation be improved.
