经济圈战略下的区域跨界整合研究——以珠西地区为例

摘　　要：区域一体化是经济全球化背景下城际关系发展的必然走向,而经济圈战略下的区域跨界整合已成为新时期区域治理的有效策略。经济圈战略的实施旨在以整合性的经济区凝聚分散的、壁垒森严的行政区,促进生产要素的自由流动和空间集聚,以社会经济合作的方式推动城际关系由行政区经济下的相互隔离向一体化经济下的互利合作转变。该文以珠江三角洲西岸地区为例,识别出珠西地区经济圈发展战略下的主要特点,以机遇-问题-挑战的分析框架探讨了珠西地区经济圈战略下的发展环境,并建构了经济圈发展的主要策略,认为经济圈战略是城镇密集区均衡协调发展的重要推进策略,是实现区域跨界整合的有力手段。Regional integration is an inevitable tendency of inter-city relation development under the background of global economy, as well as the regional integration across boundaries under economic circle strategy （ECS） has become an effective policy in nowadays regional governance. The implement of ECS aimed to get dispersive administrative areas together to promote the free flow of production factors and spatial aggregation, and also to promote inter-city relation transformation from mutual isolation to mutual beneficial cooperation. With a case of the West Bank of the Pearl River Delta （WPRD）, the paper identified the charac- ters under ECS of WPRD, discussed the development surrounding of ECS with an Opportunity-Problem-Challenge analyzing framework,and constructed the main policies for WPRD under ECS. To sum up, ECS is an important promotion strategy for balanced development of town crowded areas and also a powerful manner to achieve regional integration across boundaries.
