摘　　要：区域主导产业定位是区域性质、功能和发展方向的规定,是区域发展决策和规划的先导和基础。资源定位原则(Resource-Oriented Principle,ROP)从最初提出为企业制定发展战略提供帮助,应用领域已扩展到为区域发展方向的选择、区域主导产业的确定提供依据。但应用资源定位原则确定区域主导产业的具体方法研究较少。层次分析法(Analytic Hierar-chy Process,AHP)是解决多目标决策的有效方法之一,可确定不同自然资源对不同产业的支持程度。本文提出了一种通过AHP法应用资源定位原则确定海岸带区域主导产业的思路,即首先建立自然资源和产业的联系网络,通过专家判断法定量不同自然资源对不同产业的支持程度,支持程度最高的产业即为该区域主导产业。本文将该法应用于厦门市,确定厦门市海岸带区域主导产业为旅游业。该方法为海岸带区域主导产业的科学确定提供了一种新思路。The determination of regional leading industry, which is the basis for the decision-making and planning of regional develop-ment, specifies the characters,functions and directions of a region. The resource-oriented principle （ROP）, which was initially pro-posed to help enterprises to formulate their development strategy, was also used to provide the basis for the regional development and leading industry selection recently. However, few researches focus on the methodologies of determining regional leading industry based on the principle of ROP. Analytic hierarchy process （AHP） , one of the most effective methods in multi-criteria decision making （ MC-DM）, was proposed to quantify the supporting degree of industries received from different natural resources in this study. Firstly, the linking network between the natural resources and industries was built. Secondly, the supporting degree of industries received from dif- ferent natural resources was quantified by expert judgment method. The industry with the highest level of supporting degree was select- ed as the coastal zone regional leading industry. The Xiamen was selected as a case ,and the result shows that the tourism should be the coastal zone leading industry of Xiamen for sustainable use of its natural resources. The method in paper provides a new method to de-termine the coastal zone regional leading industry scientifically.
