摘　　要：在推进政校分开、管办分离,完善现代大学制度建设过程中,政府和高校的信任关系是影响政府和高校分权的一个重要因素。本文对政府与高校的信任关系进行了定义,指出信任关系的基础包括法律基础、制度基础和道德基础等。政府和高校的行为及相关的教育质量保障体系、社会监督制度的不完善等影响着二者之间的信任关系,从而在一定程度上影响着政府向高校分权的意愿和方式。政府对不同类型高校在不同问题上的信任程度不一,分权的程度和方式也相应地具有较大差异。加强和完善相关制度建设,改善政府和高校的信任关系,将有助于促进政府对高校的合理分权,形成良好的政校关系。The trust relationship between government and university is an important factor in the process of modern university system establishment. The trust relationship is based on law, institution and morality. The deficiencies of government and university behaviors, educational quality assurance system and social monitor system have adverse influence on the trust relationship, thereby affecting the will and manner of government in educational power decentralization. The government＇s different degree of trust in different universities determines different decentralization approaches, h is important to improve relative system and enhance the trust relationship so as to promote reasonable power decentralization and establish a sound government-university relationship.
