绥化市灌区水资源管理制度经济绩效评价研究

摘　　要：通过介绍黑龙江省绥化市灌区水资源管理制度的基本状况,分析了其经济效益低下产生的根本原因,并为如何提高灌区经济效益提供了相应的解决方案。利用相关经济模型对从绥化市水务局所采集到的历年数据进行计算分析,得出如下结论:如果继续沿袭原有的灌区管理制度,则会由于水权模糊、水价偏低等种种问题导致灌区管理体制不能适应灌区发展的客观要求;相反地,一旦实施新的有效的管理制度,则会因明确水权、建立相关流转机制及各种有效的责权利制度,在总体上使灌区经济效益获得极大提高。This paper introduces the basic situation of irrigation water system in Suihua City, analyses the root causes of main problems at present, and provides the reasonable solution on how to improve the economic benefit for irrigation water. Using an appropriate economic model and combining the historical data collected from Suihua water authority, the conclusions we obtain are as follows： In traditional planned economy situation, with the fuzzy water right is and low price, the irrigation system can not adapt to the development of objective economic demand. With that, the economic performance in irrigation area is extremely low; instead, once the implementation of new irrigation system starts to work, the irrigation economic performance will increase gradually because of the clear water right, the established circulation mechanism and the defined responsibility.
