摘　　要：胡锦涛同志系统而全面地论述了新时期科学技术发展的时代背景、战略地位、根本任务、战略基点、有效途径、基本动力、人才保证、政治保证、群众基础、创新氛围、价值取向等,形成了框架清晰、逻辑严密、内容丰富、涵义深刻、影响深远的胡锦涛科技发展观,提出了许多具有重要指导意义的新命题和新论断。Comrade Hu Jintao systematically and comprehensively discourses the historical background, strategic position, fundamental tasks, strategic basis, efficient ways, basic motivation, talent foundation, political leadership, the masses＇ support, innovation atmosphere, value orientation of science and technology development in the new period. Thus his outlook of science and technology development comes into being with clear framwork, strict logic, rich contents and profound connotation. This theory puts forward many new propositions and new declarations, opening up the new road for China＇s science and technoiogy development.
