知识产业化与产业知识化——海湾地区可持续发展的问题与对策

摘　　要：资源—环境可持续开发利用、国家经济可持续增长和国民收入水平可持续提高 ,是海湾地区可持续发展的基本目标。但区域的自然、社会经济技术和历史因素的不协调性使这个基本目标受到严峻挑战。海湾国家要实现可持续发展 ,需采取相应淡化限制的对策 ,诸如 :人力资本立国 ,向知识经济结构转变———包括知识产业化 ,发展具有海湾特色的知识产业 ;产业知识化 ,改造传统的物质生产部门 ,用知识武装第三产业 ,创汇求发展。The sustainable development and utilization of resource and environment, sustainable growth of state economy and the sustainable improvement of national income level are the basic targets of sustainable development in the Gulf area. However, the natural and social economic technology in the area and the incoherence of historical factors have created serious challenges for this target. It takes the Gulf countries to adopt countermeasures of corresponding desalinated restriction in order to achieve sustainable development, such as: Nation-building using human resources to transform the structure of knowledge economy, including the industrialization of knowledge for the development of knowledge industry with the Gulf characteristics; and the industrial intelligence to reform the conventional material production department; using knowledge to arm the tertiary industry and create foreign exchange to seek development.
