Innovating the Work Mechanism of Mineral Zoning and Speeding up Strategic Breakthrough in Geological Prospecting

摘　　要：新形势下,矿产区划工作功能、内涵和领域不断扩大,地位更加重要。为加快实现找矿突破和资源可持续利用,须总结经验、深化认识;按照"统一部署、分级管理、常态工作、内外协调,突出找矿、多元服务"的思路,积极探索机制创新。为此建议:(1)健全法律法规,将矿产区划工作纳入政府管理职责;(2)建立经常性预算和专项预算结合的工作经费机制;(3)完善矿产区划工作体系,稳定中央和大区专业队伍,建立省区矿产区划常态化专业队伍;(4)引入市场竞争机制,探索经费预算改革,调动非公益性地调单位参与积极性;(5)加强历次矿产区划成果信息的汇交、集成、保护、转化、使用制度,扩大社会服务;(6)立即开展全球和国际矿产区划工作。Mineral zoning has become more and more important with the increasing of its function,connotation and region.This paper suggests that we must draw some experiences and deepen the knowledge with a view to achieve breakthrough of geological prospecting.On this basis,we should act to follow these thoughts aimed at boosting innovations in systems and mechanisms: unified deployment,hierarchical management,normal work,internal and external coordination,laying stress on geological prospecting,and multi-purpose services.The specific methods include: laws and regulations must be improved;the work of mineral zoning should be brought into line with government management responsibilities;working and funding mechanism that integrated regular budget and special budget should be set up;we will improve the work system of mineral zoning with a view to stabilizing the central and regional professional teams;normal professional contingent of mineral zoning in the provinces must be established;we should introduce market competition mechanism,explore the reform of funding and budget,and mobilize the active participation of the institutes of geological survey which are non-public-welfare;we will devote efforts to the system concerning submission,integration,protection,transformation,and use of information on academic outcomes of previous mineral zoning so as to increase social services.In addition,we immediately launch the initiatives of global and international mineral zoning.
