摘　　要：运用高校-政府合作治理网络理论聚焦高新技术开发区的创新能力建设。当前,我国高新技术开发区创新能力较低,发展过程中仍存在一系列问题。我国应进行高校-政府治理网络建设,转换政府治理方式,加强高校在治理网络中的主体地位,打破知识转移障碍,实现知识流动顺畅,提升网络内各主体对新知识的认识辨别、吸收开发和转化应用能力,从而促进我国高新技术开发区创新,推动经济增长。Universities and governments get into network and exchange knowledge inside the region or among regions, then create the innovation system to promote the innovation efficiency and the level of innovation output, that becomes the reality of development. However, as the data reveal, the development of the regional innovation system of our country is still slow, and the innovative ability is also lacking. We should further construct the university-government partnership network, switch the manner of governmenfs administration and enhance the crucial role of universities inside the network, so that we can break through the knowledge barriers, realize the sufficient flow of knowledge and promote the economic subjects ability to distinguish,absorb and exploit newly developed knowledge, then we can hasten producing innovative achievements to perfect the regional innovation system of our country and make our economic keep growing.
