摘　　要：发展战略性新兴产业需要高水平的战略协同、高质量的技术创新和高效率的创新管理,这给传统产学研合作带来了严峻的挑战。基于协同创新理论,构建了面向战略性新兴产业的高端产学研用合作平台。坚持高端定位,通过管理创新和技术创新的双引擎驱动,打造以技术创新为主体,合作平台与创新团队为两翼的"一体两翼"新模式,致力于战略性新兴产业的共性关键技术和前沿技术突破。It is a serious challenge to traditional cooperation of industry university-research because developing strategic emerging industries need high level cooperative strategy, high quality technology innovation and high efficiency innovational management. Based on the theoretical framework of collaborative innovation, this research constructs the high end collaborative platform of industry university research utilization（IURU） oriented to strategic emerging industries~ insisting on high end location, through management and technology innovation, constructing the One Body Two Wings new model based on One Body of technology innovation and Two Wings of collaborative platform and innovational team, and the collaborative platform is devoted to develop some common key technology and front technology from strategic emerging industries.
