澳大利亚职业病管理经验及其对深圳市职业卫生管理工作的启示

摘　　要：澳大利亚实行执业医师制度,澳大利亚没有职业病目录,属赔偿范围内的工作相关疾病大约有300多种;职业健康法律体系结合各州实际,惩罚严厉;职业健康体系包含广泛,职责明确,注重数据收集与分析,充分发挥专家作用;注重企业职业健康责任的落实,风险评估体系成熟;职业病诊断程序相对简单,注重现场调查,责权平等;培训体系成熟,针对性强,多元化的宣传,强化法律责任及员工的参与。作者通过对澳大利亚职业卫生监督管理经验的交流与学习,结合深圳市职业卫生管理存在的问题进行分析,建议应完善职业卫生管理体系,扩展职业卫生工作内容,推进风险评估,建立工伤保险与职业危害挂钩的工伤体制,推进队伍建设等措施,保障劳动者的健康权益。Australia carries out the practicing physician system,but the country has not a list of occupational diseases.There are about 300 kinds of work-related diseases with compensation.The legal system of occupational health is combined with the situation in various states,and the punishment was very serious.The occupational health systems include a wide ranges and have clear responsibilities,they focus on data collection and analysis,respect the roles of experts,emphasize implementation of the occupational health responsibility in enterprises.Furthermore,the risk assessment system is mature in this country,diagnosis of occupational diseases is relatively simple,they focus on field investigation,equal rights and responsibilities.In Australia the training system is mature,you can find a wide range of publicity with strong points,attention of the legal responsibilities and employee involvement.By visiting Australia last year the authors learned their good experiences about occupational disease prevention,occupational health supervision and management,we also exchanged some viewpoints with them.Due to occupational disease management problems in Shenzhen,we suggested to improve the occupational health management system,to extend occupational health work contents,to advance the risk assessment,to establish the industrial injury insurance system,to promote the working teams,and guarantee the health rights of workers.
