摘　　要：为适应新形势下安全生产应急管理的需要,提出了多媒体调度指挥系统方案,它是在保留传统电路调度交换机功能的基础上,引入IP网络实现语音、数据、视频等多媒体化的操作应用。给出了系统硬件和软件结构,介绍了多媒体通信终端上采用的关键技术,说明了各单元设备的配置要求。多媒体调度指挥系统无须改变现有电话网络,在保证不损失现有调度功能的同时,可提供清晰流畅的视频通信,扩展性好,可灵活扩展应用到各种复杂的多媒体调度方案中。To meet the demand of safety production and emergency management in new situation, this paper proposes a scheme of multimedia dispatching command system which introduces the operation and application of multimedia, such as audio, data, video, via IP network on the basis of retaining traditional circuit PABX functions. The paper gives the system hardware and software structure, introduces the key technology used in multimedia communication terminal, explains the configuration requirements for unit equipment. The multimedia dispatching and command system needs not changing the existed telephone network and can provide clear and smooth video communication, while ensuring not losing existed dispatching functions, and have good expansibility, so that being flexibly applied to various complicated multimedia dispatching schemes.
