摘　　要：城市规划是市场有序运行的基本原则 ,规划实施是全社会的事业 ,因此 ,要保证规划的实施 ,规划就应当是城市政策的集中体现 ,并建立面向社会利益调配的规划制度 。Based on the ideas that urban planning is one of the rules of market operating and the planning implementation is depended on the actions of all residents of a city. This paper suggests that the plan must be translated into the city policies and the planning institution must be reformed to confront to the adjustment of social interest.
