吉林省东部半山区发展资源节约型农业对策建议

摘　　要：笔者通过分析吉林省东部半山区发展资源节约型农业在资源、需求和农业技术等方面的有利条件,指出该区发展资源节约型农业存在着理念缺失、资源利用率低、资源节约型农业发展的技术支撑体系薄弱和政策支持体系不健全等瓶颈因素,提出该区发展资源节约型农业应着力于树立资源节约型农业的理念、构建有利于促进资源节约型农业发展的"基本框架"、提高农业技术自主创新能力、建立发展资源节约型农业的评价体系和激励机制等对策建议。In this paper,the authors analyze the advantages of resources,demand and agricultural technology about the development of Resource-conserving Agriculture in the hilly areas of Eastern Jilin,and point out that the development of Resource-conserving Agriculture exists some disadvantages including concept missing,low resource utilization,weak technical support system and imperfect policy support system.At last,the authors propose the countermeasures that Resource-conserving Agricultural Development of the area should be conducive to building the conception of Resource-conserving Agricultural Development,promoting ＂basic framework＂ to establish the concept of Resource-conserving Agriculture,improving agricultural technical capability of independent innovation,and establishing the evaluation of the development of Resource-conserving Agricultural System and incentive mechanism.
