摘　　要：美国国际教育政策始于1958年,巩固于60年代的冷战高潮,转型于七八十年代的美国经济实力相对衰落时期。为应对冷战不同时期国家安全需要,美国国际教育政策从一项临时性措施发展成稳定立法体系,由专家培养扩展至包括通才培养和公民教育职能。During the cold war,in response to national security imperatives,American international education programs had been broadened from a temporary program into an enduring legislation,with functions of training areas and international specialists and internationalizing of general and civic education.
