摘　　要：解除德国武装并对其进行非军事化改造,使其不再对欧洲国家安全构成威胁,是苏美英三国首脑的共识并在《波茨坦会议公报》中做了相应规定。但战后不久,美国另起炉灶,向苏联提议由苏美英法四国共同签署一项旨在保证德国长期处于非军事化状态的"德国裁军与非军事化条约",被苏联拒绝,条约流产。美苏之间围绕该条约的互动,集中体现了两国在德国问题上的根本性分歧,是引爆冷战的引信之一。To disarm and demilitarize Germany was a consensus reached and provided in the Potsdam Proclamation by the Soviet Union,the United States and Britain towards the end of WWII.Shortly after the war,the U.S.proposed to the USSR to sign a treaty on the disarmament and demilitarization of Germany by the Soviet Union,United States,Britain and France.The interactions revolving between the U.S.and the USSR that proposed treaty exmplified their fundamental differences on the Germany issue and was one of causes of the Cold War.
