突解社会管理与社会和谐稳定的实证研究——以社区管理为研究视角

摘　　要：随着经济的发展和城市化进程的加快,社区在社会发展和现代化建设中的作用日益凸显,加强和完善社区管理成为政府面临的重大课题。贵阳市城市基层管理体制改革其核心在于"顶层设计",统筹兼顾;管理体制上做"减法";服务模式上做"加法";组建专业调解委员会和"四个纳入"等。Community becomes more and more important in social development and modernization construction along with the development of economy and acceleration of urbanization process,and strengthening and improving social management turns into a significant task to government.This article descants city lower management institution innovation of Guiyang from six aspects,its key contents lie in ＂top-level design＂,overall consideration;making subtraction on management system;making addition on service pattern;establishing professional conciliation committee and ＂four incorporations＂,finally offers some constructive suggestions.
