摘　　要：被害人救助工作自开展以来受到社会的好评,在经验层面取得了很大的进展。与此同时,被害人救助工作的展开也存在一定不足,一是理论上的"自说自话",二是实践中的"我行我素",这种规范维度和经验维度的严重脱节容易引发一系列问题。以社会管理创新为视角,检讨被害人救助的规范研究,汲取被害人救助的经验成果,将是未来全面构建中国被害人救助制度的必经之路。Since victims relief is carried out, it has enjoyed good reputation and achieved great development at the experiential level. Meanwhile, there still exists some defects in the work, firstly, consensus cannot be reached theoretically; secondly, the work is always carried out in one＇ s own way in practice. So standardized dimension is seriously out of line with experiential dimension, which easily causes a series of problems. To review standardized study on victims relief and learn from experience of relief work from perspective of social management innovation is the only way that must be passed in completely constructing relief system of victims in China.
