摘 要:本文研究目的:以北京、上海等14个城市为例,评价2003-2007年我国城市土地供给总量调控的绩效。研究方法:主成分分析。研究结果:土地供给总量调控的绩效较低,存在明显的城市差异和年际差异,呈线性下降趋势。研究结论:土地供给总量调控的作用不充分,没有很好地实现调控目标,具有不确定性、不稳定性及风险性。文章提出了改进土地供给调控工具、完善土地供给管理体制、明确土地供给调控的作用范围等政策建议,并作了相应的讨论及展望。The purpose of this study is to evaluate the performance of quantity regulation of urban land-supply in China from 2003 to 2007. Method of principal component analysis is employed. The results indicate that land-supply quantity regulation's performance is lower, which has obvious urban difference and annual difference as well as linear decline tendency. It is concluded that the effect of land-supply quantity regulation is unadequate, which does not achieve control target well and has uncertainty, instability and risk. So this paper makes some recommendations such as improve regulatory tools of land-supply, perfect land-supply management system and clearly define the action range of land-supply regulation. At last, this paper makes a corresponding discussion and prospect
