摘　　要：节约与综合利用矿产资源是我国的一项基本国策,其实施受思想观念、矿业科技水平、地质勘查程度、矿产品供需形势、矿山企业管理水平和政策环境等因素影响。重点分析了目前制约我国矿产资源节约与综合利用发展的四个主要因素,并提出了对策建议。Mineral resources saving and comprehensive utilization is a basic state policy in China which is affected by the citizens＇views and values, the level of mining technology, the extent of ge- ological exploration, supply and demand situation for mineral resources, management standards of mining enterprise and also policy environment. Through the selective analysis on the four restraining factors for mineral resources saving and comprehensive utilization in China, the countermeasures are proposed.
