国外住房保障制度主要模式及对我国的启示——从社会构造和政治价值理念维度进行分析

摘　　要：与以往通过运作模式和地理位置、或住房价格波动和经济增长的关系、或住房保有权形式和供给方式作为分类依据不同,文章选择了以社会构造、政治价值理念为分类依据,将五个典型国家分为新自由主义价值取向的自由市场政策模式、法团主义价值取向的社会市场政策模式、威权主义价值取向的政府干预政策模式、社会民主主义的高福利国家政策模式和东欧转型国家与转型后的住房保障政策等五种模式,分别对其住房保障政策的发展演变、主要内容和主要经验进行系统、具体地分析和总结。From the dimension of social structure and political values, which is different from the traditional dimensions： operation mode and location, the relationship between fluctuations in housing prices and economic growth, or form of housing tenure and way of supplying, this article classifies the modes of the housing security systems of the five typical countries into neo-liberal value-oriented free market policy mode, corporatism value-oriented social market policy mode, authoritarian value-oriented government intervention policy mode, social democracy high welfare state policy mode, eastern European transition countries and post-transition countries ＇housing security policy. Then it makes specific and systematic analysis of these housing security policies in respect of their evolution, major contents and experiences. A summary is also made.
