摘 要:从价格理论和试点经验来看,有效而可行的电价改革方案既要考虑居民电价承受能力,也要反映居民生活水平和家电制造技术的需要。在居民生活用电的阶梯电价实施方案设计中,居民月均生活用电量可依据居民生活水平和家电制造技术划分为温饱、小康、富裕、奢侈四段,以提高能源利用效率、节约能源消耗和持续改善居民生活水平为目标来确定不同电量段的电价。The key of carrying out electricity pricing reform of residential power consumption is to construct an effective pricing mechanism which can not only fairly promote the reasonable usage and saving of residential power consumption,but also make dynamic adjustment with increasing living standards.Effective and feasible pricing reform scheme should not only take residential bearing capacity into account,but also reflect the needs of the living standards and appliance manufacturing technology.In the design of ladder pricing mechanism of residential power consumption,the four stages of food and clothing,well-off,rich and luxury could be divided according to residential living standards and appliance manufacturing technology.Thus the electricity price in different stages can be defined to promote energy efficiency,reduce the energy consumption and continue the improvement of residential living standards.
