改变“一刀切”出台经济脱困政策组合

摘　　要：宏观经济问题主要指短期问题,宏观调控以解决短期问题为主要使命,其基本特点表现为短期和微调。中国经济现在碰到的问题是"遇冷",应对措施是逆对风向调节,即如何在篮子中选择恰当的工具去给经济加温。中国短期调控政策多年来始终没有消除的一大弊端就是"一刀切"的执行方式。中央政府面临的复杂严峻形势是看准问题和正确选择政策工具,尤其是要充分发挥财政、货币、汇率和产业等多种政策的组合效用。Generally speaking, macroeconomic issues mean short-term problems. Macro-control plays a key role in dealing with ＂a temporary problem＂, whose basic features include short term and fine ad- justment. As far as Chinese economists concerned, it seems to suddenly experience a sharp economic decline because of subprime crisis and the European debt crisis. In view of this case, discretion is the right measures to improving macro economic performance. In the past years, One-size-fits-all policy has become the means of the economic macroscopic regulation with the apparent deficiency of this mod- el. In this complex situation, what central government will have to do is to identify the source of the problems and selected policy correctly that central government, especially to make policy mix work.
