摘　　要：回顾了俄罗斯出售"戈尔什科夫"号航母的交易背景和最初合同情况,及在航母改装过程中采购费用上涨与交付拖期的经历。结合"戈尔什科夫"号航母的自身状况、改装要求、当初签订合同的情况及俄罗斯的经济与工业状况,深入分析改装拖期与费用上涨的原因,得出了维护工业基础和建设独立强大国防工业的重要性。This paper review the background of the Russian selling the Gorshkov carrier, the approximate content of the contract, as well as the experience of cost increase and delaying in the extensive modernization of the carrier. Combination with the status of the carrier itself, the requirement of modernization, the situation when signed the contract originally, the state of the economic and industry, analyse deeply the reason of the schedule delay and cost rising. Ultimately, get a revelation that it＇s very important to maintain the industry base and construct independent and strong defence industry.
