摘　　要：由于相似功能的小区具有相似的地理环境、网络建设情况以及用户满意度,本文通过对小区进行功能划分,详细分析不同场景的不同网络质量与无线利用率的关系,通过相关性找到与无线利用率最相关的拥塞率质量指标,并通过忙时拥塞率对应出不同场景对应的无线利用率以及网络质量,从而得到全网最合适的无线利用率。The article focused on the analysis the corresponding relation of the wireless utilization rate and the network quality in different scenes. And the busy hour congestion rate has the most relevant relationship with the wireless utilization rate. The most appropriate wireless utilization rate of the whole network can be calculated by weighting that of different scenes.
