摘 要:以智能系统规划为重点的智能电网项目,建立了配电网智能化规划评价指标体系,该指标体系分为智能化的基础建设指标和绩效指标两部分。基础建设指标包含通信系统、主站、智能终端/子站以及分布式电源接入容量的规划评价指标四部分;绩效指标从电网性能、经济效益、社会效益三方面分析配电网智能化规划是否值得投资与实施。采用层次分析法与模糊综合评判相结合的方法,通过对某城市的配电网智能化规划项目进行评价,结果证明了该评价指标体系的可行性。According to the demand on evaluation of smart distribution planning that focus on intelligent system, an index system for distribution network intelligent planning evaluation, which is composed of intelligent fundamental construction indices and performance indicators of intellectualized network, is built. The fundamental construction indices include four parts, i.e., the planning evaluation indices for communication system, master station, intelligent terminals/substations and grid-connected capacity of distributed generation; the performance indicators are used to analyze the intelligent planning of distribution network in network performance, economic benefit and social effect to determine whether it is worth investing and implementing. A method integrating analytical hierarchy process with fuzzy synthetic evaluation is used to perform the evaluation. The feasibility of the proposed evaluation index system is verified by the results of evaluation on intelligent planning of a certain urban distribution network.
