基于数据包络分析方法的湖北省及各市农地城市流转效率研究

摘　　要：社会经济的快速发展,湖北省及各市城市化进程不断推进,诱发了农地城市流转的高速增长。在过去的几十年里,农地城市流转为湖北省及各市的社会经济持续稳定的发展提供了必要的土地要素投入支撑,同时也造成农地资源大量流失与浪费,这无疑危及到国家粮食安全和社会稳定发展,如何实现城市化进程中高效率的农地城市流转已迫在眉睫。本文基于将农地城市流转过程假设为"企业"的生产过程,在界定相应的投入产出指标的基础上,运用数据包络分析(DEA)研究湖北省及各市农地城市流转效率。研究结果表明,近三年由于农用地资源无效投入大幅增加致使湖北省农地城市流转效率逐年降低;其中规模效率下降是个别市综合效率下降的主要原因,也有部分市综合效率的下降主要是由于技术效率下降所致。结合DEA"投影"分析方法,给出了湖北省及各市农地城市流转效率优化路径。The rapid development of social economy and urbanization advancement induce high growth of ruralurban land conversion efficiency of Hubei province and each city. In the past few decades, rural-urban land conversion of Hubei province and each city support social economy stable development with land inputs. This also causes farmland resources loss and waste and endanger the national food security and social stability. So it is the time to realize rural-urban land conversion high efficiency. This paper is to evaluate rural-urban land conversion efficiency of Hubei province and each city by the DEA method, based on the assumption that rural-urban land conversion is the enterprise production process and the selection of the input and output index. The results show that rural-urban land conversion efficiency of Hubei province and each city declined year by year because of agricultural land resources input greatly increased in the past three years. Scale efficiency decline is main reason of rural-urban land conversion efficiency of several cities. At the same time, many cities rural-urban land conversion efficiency descend due to technical efficiency decline. This paper point out efficiency optimization way of ruralurban land conversion of Hubei province and each city based on DEA method.
