全域统筹视角下的苏南城乡建设用地集约利用评判

摘　　要：土地目前已成为制约苏南地区发展的重要因素,集约利用土地已形成共识。以苏南五市(苏州、无锡、常州、镇江、南京)城乡建设用地的集约利用情况为评判对象,构建经济发展、建设强度、环境生态、乡村建设、公建配套五类指标体系的数学分析模型,评判苏南城乡建设用地利用是否集约,并解析其影响因素,为苏南地区新一轮以全域城乡统筹为视角的规划编制和以土地集约利用为目标导向的土地政策制定提供参考。Land has become an important constraint in the development of Southern Jiangsu, and intensive use of land has formed a consensus. In this paper, we take the five cities of Southern Jiangsu （Suzhou, Wuxi, Changzhou, Zhenjiang and Nanjing） as the evaluation objects to the evaluation of intensive use of urban and rural construction land, setting up the mathematical analysis models of five index systems, which are economic development, constructive intension, environmental ecology, rural construction, and public building. We evaluate whether the construction land use of urban and rural areas in Southern Jiangsu is intensive, and analyze the effective factors, hoping to provide reference to a new round of plan-making with the overall view of urban and rural coordination, together with the goal-oriented policy-making of land-intensive use in Southern Jiangsu.
