研发合作与贸易投资的技术溢出效应研究──基于吸收能力与适宜技术的分析视角

摘　　要：收集了1998—2009年中国大陆30个省级区域产学研合作、国际贸易、FDI及创新方面的相关数据,运用超越知识生产函数的动态面板计量模型,考察了区域创新的产学研合作技术内溢、国际贸易与FDI技术外溢效应。研究表明:产学研合作技术内溢效应短期显著或不显著为正,中期不显著为负,长期不显著为正或负。国际贸易技术外溢效应短期显著为负,中期不显著为负,长期显著为正。FDI技术外溢在短期与中期显著或不显著为正,长期显著为负。在此基础上,从吸收能力和适宜技术视角进行了原因分析,有针对性地提出了有效开发、吸收和利用各种技术溢出、提升区域创新能力的政策建议。Collecting data of enterprise-university-institute cooperation, international trade, FDI and innovation relat- ed about 30 provincial regions in China＇s during 1998-2009, using dynamic panel econometric model beyond the knowledge production function. The paper examines enterprise-university-institute cooperation overflow, international trade and FDI technology spillover effect. Results show that： enterprise-university-institute cooperation overflow ef- fect is significantly or not significantly positive in short-term, not significantly negative in medium-term, not signif- icantly negative or positive in long-tenn. International trade technology spillover effect is significantly negative in short-term, not significantly negative in medium-term, significantly positive in the long term. FDI technology spill- over effect is significantly or not significantly positive in the short and medium term, significantly negative in long-term. Based on this, the paper analyzes the cause from the perspective of absorptive capacity and threshold effects, and puts forward effective policy recommendations to develop and absorb use all kinds of technology spill- overs to enhance regional innovation capability
