摘　　要：科技管理体制改革是一项系统工程,涉及到科学技术哲学、科学社会学、制度经济学、公共管理学以及技术创新学等多学科领域,这些学科的基本原则和理念方法为深化科技管理体制改革提供了重要的理论背景、学科支撑、方向导引和政策启发,遵循和借鉴这些学科领域的原则和方法,有助于使科技体制改革的对策措施符合科技自身发展规律、符合科学社会的运行规律、符合市场经济体制的要求,为科技发展提供激励框架,实现科技与经济的密切结合,进而促进科学技术事业的发展。The reformation of scientific and technological management system is a system engineering which involves with many branches of learning and subjects such as Philosophy of Science and Technology, Sociology of Science, Institutional Economics, Science of Public Management and Technological Innovation. The cardinal rule, ideas and methods of these subjects provide the theoretical background, discipline support, direction guidance and policy enlightenment for the reformation. Following and learning from the principles and methods of these subjects helps to make the countermeasures of deepening the scientific and technological management system conform to the developing law of science and technology, the running law of scientific community and the demanding of market economic structure, provide the motivation framework for the development of science and technology, and realize the combination of science, technology and economy.
