黄河下游滩区运用补偿政策研究

摘　　要：为解决黄河下游长治久安和滩区经济社会发展稳定之间的矛盾,对黄河下游滩区洪水淹没补偿政策的必要性和可行性进行了研究。滩区洪水淹没后实行政策补偿是滩区人民的的迫切要求,也是实现黄河下游长治久安、保持政策延续性的迫切要求;滩区洪水淹没后实行政策补偿也是可行的。同时,从补偿内容、补偿标准、补偿资金筹措及分摊比例等方面提出了建议。In order to solve the contradiction between long period stability of the river and economic development of the floodplain area,the necessity and feasibility of flood inundation compensation policies in floodplain area of the lower Yellow River had been studied.The results show that flood inundation compensation policies are not only the requests of masses in the lower Yellow River,but also the requests of implementing lower Yellow River harnessing strategy,maintaining the continuity of compensation policy in floodplain area of the Yellow River.Flood inundation compensation policies in floodplain area of the lower Yellow River are feasible.Meanwhile,suggestions of compensation content,standard,financing and proportion are offered.
