摘　　要：香港铁路是香港重要的公共交通运输系统,其在规划、建设、运营、管理等方面取得了骄人的成就,究其根本,依据《香港铁路条例》的法制化管理是其轨道交通管理机制良性运行的根本制度保证。城市轨道交通法制化管理也是世界轨道交通发展的重要趋势,通过对香港的法律体系及管理体制的分析,对我国轨道交通立法的法规目的、原则、可能框架及管理体制提供借鉴,以完善城市轨道交通的法律法规体系,优化轨道交通法制化管理。Hong Kong railway as an important public transport, has made remarkable achievements in the planning, construction, operation, and management. After fundamental research, according to the legal management of the Hong Kong Railway Ordinance, its legal management on urban rail transit is a fundamental institutional guarantee mechanism for healthy operation. Urban rail transit legal management becomes an important trend of the world rail transit development. Through the analysis of Hong Kong legal and management system, it provides a reference and management system to China rail transit legislation and rule objectives, principles, framework and management system in order to improve laws and rules system of the urban rail transit, optimizing the legal management of urban rail transit.
