摘　　要：档案资源的利用服务是档案部门的一项重要工作,目前各档案馆对服务工作的理解更多地偏向于服务接待的业务工作环节,而对档案服务工作中更为重要的馆藏资源、软硬件设施、经费投入等其他因素较为忽视。在国家新一轮的标准规范完善工作中,许多服务部门都对自身服务工作的相关事项建立了标准规范,制定档案馆服务规范对促进档案馆服务能力的提升具有重要作用,档案部门应当给予充分的重视。档案馆是档案资源集中保管和利用服务的基地,国家档案馆相对于其他类型档案馆具有公共性的特点,因此本着先易后难、先急后缓的原则,文章拟对国家档案馆(下文简称档案馆)服务规范的建立进行探讨。Using archives resources is an important work of archives department, many archives think of service work as the work in the service link, the more important factors such as archives re- sources, software and hardware facilities, capital investment and other factors are often ignored. In the new round of improving the standards work, many service sectors have established standards of them- selves, establishing the archive services specification plays an important role in promoting the archives service capabilities, archives department shall pay the full attention. Archives is a base of keeping and using archives resources, the National Archives have public characteristics relative to other types of archives. According to the principle of from easy to difficulty, this paper intends to discuss the estab- lishment of the National Archives （hereinafter referred to as archives） services specification.
