论欠发达地区政府在承接产业转移中的生态责任

摘　　要：承接产业转移对于欠发达地区的经济发展无疑具有非常重要的意义,但资本的趋利性决定发达地区向欠发达地区转移产业时并不把环境因素考虑在内。这就要求欠发达地区的地方政府必须履行好生态责任,在承接产业转移时不仅要考虑经济效益,也要兼顾社会效益和生态效益,尽量减少和避免承接产业转移对环境的破坏。Although adopting industrial transfer is of great significance for the economic growth in under-de-veloped regions, environmental factors are often ignored when industries are transferred from developed regions to under-developed regions because of low cost. Therefore, ecological responsibility requires the local govern- ments of the latter to consider not only the economic growth, but also the social and ecological benefit, so as toavoid environmental damage.
