摘　　要：实现内蒙古牧区的可持续发展,不仅要树立生态优先的科学发展理念,还应以草原生态保护为切入点,加强牧区法规与制度建设,健全草原合理化流转机制和全面落实草原补奖机制。在构建牧区社会保障体系的基础上,完善其监理体系,探索符合牧区实际情况的可持续发展模式。To achieve the sustainable development of pastoral areas in Inner Mongolia,we should not only have a scientific development idea of ecological priority which lays greatest emphasis on the protection of ecology,but also heighten the law and system construction which could strengthen the mechanism of steppe turnover and the implementation of steppe compensation and award mechanism.More important is to perfect the system of steppe supervision and administration,protect the basic steppe,construct a social security system and explore the mode of sustainable development in line with local conditions.
