摘　　要：自 1 998年推行“三项制度”以来 ,黄河下游防洪工程的建设管理取得了很大成绩 ,但也存在施工进度缓慢、工程结算和施工管理不规范、个别施工工序控制不严、堤沟河影响防洪安全等问题。分析认为 ,当前的防洪工程建设应抓紧解决以下 6个方面的问题 :普及基本建设知识 ;加强对工程结算和支付工作的管理 ;取消下游防洪工程施工图设计阶段 ;进一步加强质量管理 ;适当提高赔偿单价 ;There are issues existing in flood prevention project construction in the lower Yellow River, such as slow implementation, non standardized implementation management and settling project accounts, not strict control of operation orders in a few implementations, ditches affecting flood prevention and so on, though great achievements have been obtained since the three regulations had been extended in 1998. Current flood prevention project construction should pay attention to the following 6 aspects: popularize basic construction knowledge, enhance management in project settling accounts and payment, cancel the stage for flood prevention map design for implementation, strengthen quality management, increase properly unit price for compensation, and clear ditches as soon as possible.
