摘 要:分析认为 ,2 1世纪中期前后黄河多年平均天然年径流量用光是可能的 ,为此 ,必须开源节流并重。在充分考虑工农业、城镇和生态等方面合理用水、节约用水的同时 ,还要做好“开源” ,即修建黄河干流大型控制性水库 ,加快南水北调。建议优先修建大柳树水利水电枢纽 ;南水北调东线工程要及早实施 ,可分期由小到大。在未建成西线工程前 ,要实现调水东部“补下援上”。要研究调水后流域水资源承载力 ,以供定需 。Development of the Yellow River is directly influenced by shortage of water resources. To properly deal with the issue, both source development and water saving should be paid attention. Analysis shows that there will be possibility of using up all the average natural runoff of the Yellow River after middle of 21st century. Therefore, after full consideration of reasonable water consumption and water saving in industry, agriculture, city and ecology uses, at the same time, perfect work should be made in new source development, i.e. build big reservoirs on the Yellow River stem for water control, and speed up the pace of water diversion from the Yangtze River. It is suggested that Daliushu key hydraulic project and eastern line of water diversion should be stressed.
