摘　　要：国防动员是顺利实现军交运输的重要环节。着重从应急管理体制、民用运力动员、交通运输设施设备军事征用等方面，对非战争军事行动军交运输领域的国防动员相关法律进行探讨、分析，并提出相应的立法构想，以为构建完整的军交运输国防动员法律体系提供启示。National defense mobilization plays a key role in implementing military traffic and transportation. In aspects of emergency management system, the mobilization of civil transport capacity and the military requisition of transport equip ments ,the paper mainly explores and analyzes the related laws on national defense mobilization in the field of non war mil itary traffic and transportation, puts forward some corresponding legislative thoughts, which is aim at offering some simple thoughts for building the perfect legal system of military traffic and transport national defense mobilization.
