摘　　要："大部制"作为一种行政改革趋势在我国已经逐步铺开,其中内含的决策与执行分开势头日趋明显,而且存在于两项权能本身的问题也较为突出。粮食流通领域的"小部制"管理体制及其问题需要得到改观,改革的必要性和可行性亦不难确认,"大部制"改革思路需要在未来的粮食立法中得到充分体现,尤其是"决策-执行-监督"三权相互制约和协调的关系务必得以定位。＂Giant Department System＂ has been expanded in China as a kind of administrative reform trend, in which the power capability separation of decision-making and execution tends to be generally obvious. At the same time the problems in two kinds of power capability are also prominent in itself. ＂Small Department＂management system in the field of grain circulation needs improvement and the accordingly questions should be setded. It is not too difficult for us to confirm the necessity and feasibility in the course of reform.The thoughts of ＂Giant Department＂need to be entirely embodied in the coming grain legislation. Especially the check and cooperation relationship of ＂decision-making power, execution power and supervision power＂must be oriented.
